Frame limiting software?

Hi,

I'm looking for free software to limit my framerate in order to try keep my temperatures down, seeing as it's really hot at the moment.

I have tried using the one built into PrecisionX but it ends up moving between 58 and 62FPS which causes horrible screen tearing. I also don't want to just use V Sync for obvious reasons.

Beside VSync, you can try triple buffering too. This will use slightly more extra VRAM.
If you are using nVidia GPU, better to activate adaptive VSync than normal VSync.
