Frame limiting universally

Solution
Rivatuner Statistics Server lets you frame limit all programs to 60 FPS.

If you look at that picture on the page, it shows exactly where it is. Make sure the Global is highlighted, and then on the right side type 60 into the Framerate Limit box.

Make sure Start with Windows is ticked on as well and it should limit everything to 60FPS.

This is different from V-sync which also limits your FPS to 60, but adds extra strain to the GPU.
