Frame per second problems

HiI have a problem when im playing games. Recently I had some sort of fps drop. I was just playing as usually then after 5min my fps starts dropping from 60 to 20 and shortly after goes back up to 60. So im asking what can I do to make it stop going from 60 to 20 and just make I stay at 60

PC: Intel core i3 CPU 540 3.07 GHz
4GB ram (2,93 usable)
Intel HD Graphics (Core i3)

What games are you getting the drops on, I'm assuming not all of the games you play, correct?

Two things I can think of that causes this, are either the graphics driver (unlikely with Intel), or the one I'm leaning towards, not enough RAM, and what you're trying to describe is known as micro stuttering.

Its basically every game, Minecraf, LoL, DotA etc. But what do you want me to do? I can try to provide with every information with every information you need to help me
