Frame Rate Drop/CPU Temp? Help!

Processor:i5-3450 @ 3.10GHz
Motherboard: Asus P8H61-MX USB3
RAM: 8GB
GPU: Palit Nvidia GTX 750 TI 2048 MB (3004 MHz)

Just this week, when I play games, I felt that I was getting frame drop like Dota 2 It's suppose to have 60 fps but then it drop, and now it's just 30-42 fps, it's just not dota some other games too, It wasn't like this before.
So What I did was,
I used CC Cleaner to clean the registry, I updated my driver and I dusted out my computer.
But still, Why am I getting frame drops?

Do I have to change my cpu cooler?
Do I have to apply thermal paste?
is it safe to have 70-80c temp?
Help Q ~ Q, I'm somehow not used to this.

If you do not have thermal paste.... you should apply it as soon as you possibly can...

That temp isn't the worst in the world, but if you haven't applied thermal compound between the chip and cooler then you should do this immediately. Oh and is that temp idle or under load? Load that's not bad, if that's an idle temp that's not good at all. It's not gonna fry the chip at 75C in a short amount of time, but if that is idle how high does it get under load? I suggest you not test it under load if that's idle for that WILL cause the chip to throttle and then shut down to protect itself.

Ok so, I just replace the thermal paste *First time doing it) I used (alot) of cue tips to remove the old paste then applied the new one,
So, as of now it goes around 60-65c with 65 Max. as of now.
Is still bad after applying thermal paste I used Thermaltake TG-2 Thermal Paste.
And, how do I find out the idle and the load?

Idle is just when your PC is doing nothing, CPUID HWMonitor can monitor temps at idle and load. Personally I use OCCT to put it under load and monitor it, but if you're getting 65C and you're not using software like Prime95 or OCCT or anything to stress it, then that 65C is an idle number, and that isn't good and you shouldn't stress it until you get the idle temp in control first.

You use Q-tips but did you use any alcohol to get the old paste off? I mean don't pour it on or anything but the Q-tips can have a bit on them to rub off the old paste. It might not be seated correctly and the cooler just not effectively pulling the heat away. Need to put a rice grain sized dab of thermal compound and make sure the cooler is snugly attached. Some are better than others but only marginally so, not where you're about 30C higher at idle than you should be. What's the ambient temp in the room?

I didn't use alcohol to get the old paste, I really just used Q-tips to take it off because, I couldn't find a 99% Isoprophyl, all I keep getting was 70%
at idle it's 63C
on load the highest it reached was 75C
I made sure that I put the thermal paste correctly, and for the room temperature, my room doesn't get much of air flow, and these temps that I monitored is when my air conditioner is on.
I didn't have problems with these before, should I change my heat sink?
