frame rate drop?

why am i having framerate drops? down to around 11fps.
sabertooth 990fx PCIe 3.0
gtx 660 ti 2gb superclocked
AMD phenom II x 4 black edition
8gb adata gaming series 1666
600w rosewill ps
1.5tb hdd
is it my monitor? 60Hz 1080p

Some Rosewill units are terrible, the HIVE and Fortress series are actually fairly respectable being Superflower rebrands. The Stallion and Green series on the other hand are prime examples of a PSU not to buy.

Whats really funny is the Rosewill is actually a company created by Newegg.
 
Run Afterburner and check your GPU usage. If you are running at 99% GPU usage in that particular game, then you have no bottleneck. If you are running at less than 99% GPU usage, particularly if its closer to 50% or less in that particular game, then you have a CPU bottleneck.
 
It's pointless to speculate without even knowing the SCENARIO he's discussing.

What game? (or is it all games?)
What settings?

His PC score will vary from other PC's with the same graphics card (but newer CPU like this):
1) SIMILAR but lower score for games that are more GPU-bottlenecked
2) MUCH LOWER SCORE (up to 40% as a guess) in some games such as Oblivion that are more CPU-dependent.

*You really need to find a benchmark online that you can REPEAT and compare your system to and use the exact same settings.
