frame rate drop

I have an Asrock 990fx with a R9 2gb which my son says the frame rate drops to teens. We replaced the HDD with a SSD but that hasn't helped. Is it the graphics card and if so what shd we replace it with?

What CPU does he have and what games does he play? I'm leaning towards recommending a GTX 1060, but a few more details would be nice
