Frame rate drops

Hello, I'm getting some serious fps drops in rust/pubg. It generally happens when i get in gun fights, or when driving by other players in a gun fight. Sometimes it runs smooth with no issues, other times its terrible. My frame rate will be 80+ then suddenly freeze up to 0-1 fps for 3-4 seconds, and return to normal, long enough for me to die. I'm sure it has some to do with them being early access games, but I don't think it's entirely that.
I've monitored some things while gaming to see what's going on, and I've found nothing. Cpu usage doesn't go over 95%, hdd/ssd both have 5-10% max usages, ram jumps to 90% sometimes, hovers around 70%. All my temps are on the cool side, according to hwmonitor and hwinfo64/riva.
My Windows is on hdd and games are on the ssd, if that matters.

CPU: G4560
GPU: Asus 1060 6gb
MOBO: MSI b250
PSU: Antec basiq 450w
RAM: Ballistix sport LT 2x4gb
HDD: Old Seagate 7200rpm hdd (ripped it from my 8 yr old pc)
SSD: PNY 120gb
Windows 10 ultimate

I get that my setup isn't the best, but these games didn't drop to 1 fps even on my 8 yr old pc.

Any suggestions?

Do you see this on any other games? If so I would check...
DISK IO - should be sub 20ms
PageFile usage - Since you are low on RAM it may be using the pagefile and that will likely be on your Seagate drive
Could be an issue with the video card, make sure settings are set to stock since the "ideal settings" from nvidia isnt always ideal
enable vsync
CPU could be spiking, i have seen issues start to occur at 90%
