frame rate drops

for some odd reason ill be playing any game and if im looking forward in any game i get 60fps. the minute i move my camera my frames drop to 20 fps. i have no idea why i think i have a very good build. i have a

gtx 1060 6gb
i5 8500 stock
16 gb of ram
msi z370 a pro motherboard
a ben q monitor at 60hz

and yes i have vsync off and have my games capped out at 60fps

I would suggest you run a Benchmark for GPU and CPU.
Cinebench R15 for CPU and something like Superposition Benchmark for GPU.
They are Free and safe for use. You can post your scores here so we can see if your System does perform as it should or if a specific part of your system is performing worse.

my cpu (i5 8500 3ghz) benched at 893.
my gpu( gtx 1060 6gb) benched at 8419 at 1080p med.
