Frame Rate Issue

The frame rate in my computer became extremely slow. The performance is normal but, no matter how simple a process, the computer will lag. The mouse pointer does not lag at all. I tried using the integrated video card in my computer and it worked perfectly fine. I figured it was just the video card (GeForce GTX 275). Then I bought a new video card (GeForce GT 610) and installed the drivers. It worked fine after installing the drivers, until I restarted the computer, then the slow frame rate came back. The same exact thing happened every time I did a clean reinstall of the drivers for each video card. Please help me!

Try going to device manager and under the display < (gpu name) properties< uninstall the driver and restart.
or
Go to control panel and if there is a program having to do with the driver package then uninstall it and restart.
Then, update the gt 610 drivers again

Thank you for the help, but the problem came back. After trying both of these the computer eventually would reinstall the drivers and slow the fps down. After uninstalling the drivers the video quality sharply went down (that's expected of course), but the lagging stopped and didn't come back until after I restarted the computer and the drivers automatically downloaded again.
