Frame Rate Issues with 780ti

I'm having major framerate issues on my GTX 780ti classified; I've reinstalled drivers I've tried SOME; not all but some of the older drivers to improve my frame rate performance and nothing. I've watched videos of people benchmarking the 780ti on skyrim (the game I've been testing it on); and they get around 60 fps in some places where I only 30 fps. Any advice to help fix this problem?

System

Motherboard: Gigabyte 990FXA-UD3
CPU: AMD FX 6300 six core-processor.
Grpahics Card: GTX 780ti classified
PSU: Antec 900W

 
Have you tested the video card in the second x16 PCI-e 2.0 slot?
Did you previously get 60FPS in the game and are you matching the exact video options they are using such as resolution and graphics settings. How big of a TV or monitor are you using compared to them?
Have you heavly OC your video card previously?
Did you install HD texture packs for Skyrim before testing?
 


Every setting is exactly the same as on previous card; I didn't overclock my graphics card. ANd I have not tested the video card in the second x16 pci-e slot.

I take it that when you are saying this the previous card is the card that you are watching others use and get 60FPS.
I would test the card in the secondary slot. I would also try testing the game out in a few other games to see if it matches others. Even if your card is a different Manufacture then the cards you are watching that get 60FPS you shouldn't see that big of a decrease. If that doesn't work you might have a card problem. The manufacture is going to most likely ask you to wipe the system clean and test it without any other software then drives and the game for testing as well.
