Frame rate issues with GTX 660 SC (OC)

With my old GPU I would get 60+ FPS ON LOW in BF3. Now with the 660 I get 30-50 on low and if its 60+ it still feels jittery. My CPU load is 100% while playing. I am bottlenecking my GPU but it shouldnt cause this should it?

PSU Corsair 530w
