Framerate Constantly Dipped Below 30 FPS

I need some serious help with game fps . Im facing a extremely low fps dips on MMORPG games . The Max FPS im getting is like 4 to 10 FPS on blade and souls ( www.BladeAndSoul.com ) While most of my steam / Origin Game runs fine with at lease 60 to 300 FPS in 4K Mode .

I did ask other players with their PC specs and fps they are getting , It seems that the older your PC are , The higher FPS you will get ..

Example :
Intel Pentium With GTX 680 = 66 to 90 fps ..
Intel Core 2 Quad with GTX 780ti ( SLI ) 120 fps ...

and both of them have the amount of 8GB Ram , Yet their FPS is way higher than mine .. Any Advice ?

Specs :
Intel Core i7 6800k OCed @ 4.2GHZ
64GB Ram DDR4 , 2800 MHZ
GTX 1080 8GB ( OC +50 On Both Core And Mem Clock )
Windows 10 Pro 64Bit .

Could you try to monitor your in game CPU and GPU usage with MSI afterburner and see what you get?

It could be the graphics Drivers, or maybe even the BIOS. It does affect performance. Firstly, try reinstalling the graphics Drivers. If you are willing to, try flashing your BIOS and see what happens.

Sorry for the late reply . been messing around with my system a little .

My MSI afterburnner is showing the usage of
CPU : 30%
GPU : 20%
Ram Usage : 3,586 MB / 64GB
CPU Temps : 45 Degree C
GPU Temps : 65 Degree C
FPS : 8 FPS .
