Framerate difference in HDTV vs Monitor

Hi I had a doubt and I was wondering if anyone could give me a hand: I've noticed that while comparing console and PC gaming (with a monitor) low FPS like 30 or high 20's feel smoother than when in pc. I've noticed that while tweaking some emulators on my pc , anything lower than 50 -55 FPS would cause noticeable lag.
But while playing BF3 on PS3 , 30 FPS feel alright. Not ideal but playable. Do you think HDTV's have a mechanism to reduce lag vs a computer monitor?

If it's true that would be a pretty important point to consider when building. Example , if I play on an HDTV probably a 7850 would feel as smooth as a 7950 in a monitor.

i only just got a wireless receiver for one of my xbox controllers recently and the difference is massive, the controller is far more responsive on the pc than the xbox itself, still doesnt beat my mouse because of the fixed acceleration of the joystick but some games are nicer to play on the controller or are playable now with the controller such as racing games, is nice to have the graduated acceleration control.

depending on the tv some only support 25 or 30fps at 1080p some support a full 60fps input.

on the smaller side of things around 27 inch a pc monitor will always have better performance and look better than a more expensive television of the same size.

Correct me of I'm wrong but I think HDTV screen size are larger than usual monitors screen so the frame rates will also be different but I think the frame rates different aren't so significant
 
I play both XBOX and PC games. Lately, I've transitioned to mainly PC games. I play a few shooters on PC and I notice when I play a non-60fps game; it feels so awkward ot me. For example, Halo 3 is a 30 fps game. Halo 4 is a 40 fps game. Where as COD is 60 fps on console.

When I play CS GO, I feel so responsive but that's because the games respond better when running on a good system.

Console games are sluggish in general, but that's not new news or anything. I play on strictly monitors. I hate to play on TV's. Most of them have high response times due to the input of which is being used.

I despise HDMI with a passion. HDMI has crazy high input lag and no one seems to care. DVI is fluid and will always be my input of choice.

motion blur is over exaggerated and is unneeded at high fps, it even causes the games to look worse.

the main reason to have motion blur is to cover the low fps on consoles for fast movements so the motion looks more fluid than it actually is.
