Question Framerate dips as Memory Controller Load drops periodically. What's the cause?

Hello,
My issue started a few days ago. In some games every couple minutes my FPS drops and a few seconds later it returns to normal... I found the issue is with the memory controller as GPU-z reports. Everything else runs normally. I tried with different drivers to no avail. This happens in Furmark as well, and regardless of if CPU is under load or not.
I would appreciate any suggestions.

My specs:
Dell Inspiron 14 7447
i7-4710HQ
GTX850M 4GB DDR3
16GB Kingston Hyperx 1600MHz DDR3

Why would it be gpu memory controller?

Check cpu and gpu temps with HWinfo64. 86c as shown there is high. Double check.
