Framerate Drop after inactivity for roughly 5 minutes

Whether I'm playing a game, watching a video, or just idling, my computer drops drastically in fps when I don't move the mouse for 5 minutes or so. Moving the mouse is the only way to fix it, but it just starts back up again a few minutes later.
