Question Framerate drops after shutting down my PC after a driver update

Long story short, I installed the latest AMD drivers for my RX 580 and it seemed to stay at a nice and clean 60 FPS with The Witcher 3 and Battlefront 2. So I shut down my PC and the next day, after booting it up, the framerate drops all the way down to 20 FPS and seems locked around there, sometimes shifting up to 25 FPS. My GPU usage is also apparently 80-90% and CPU usage is high as well. No other power hungry applications were found in task manager. So I reinstalled the drivers and they all seemed to be fine again until the next day when I booted it back up, the same thing happened. Confused me a bunch, then a new driver update came out so I thought maybe they knew about it and fixed it, but no, it still happened. This is going on for a week now and getting irritating having to reinstall it every day. Sleep mode also doesnt seem to be safe from this either.

CPU: Core i5 7400
GPU: RX 580
16 GB RAM
2 HDDs 1 SSD

I doubt its the temperature, I booted up a game after sleep mode and it gone back to <Mod Edit> 20 FPS, usually my PC can handle it really well.
