whenever I drag or put a game on my second monitor the fps looks really choppy even though its running above 100fps.

I've tried this with multiple games and for some reason they all act the same way and look like 20fps even though I'm achieving higher.

not really sure why, also my fps is capped on the first monitor because its 75hz and my other is 60hz.

Soon as I read the post was going to ask if you are running them at different refresh rates, seems like you are. There are issues with games and dual monitor setups, I would not drag anything to the other screen but rather just set the monitor you want to game on as the main monitor and use that.

I tried setting it to monitor output 2 when playing through the game settings and it made no difference,
the frame rate looks super choppy.

I've also tried making it fullscreen borderless and tried windowed mode with no avail, this seems to happen in every game I own.

Are the two monitors different brands or models?
Do you know what refresh rates each monitor is running at?
How is each monitor hooked up to your system? (HDMI, DisplayPort, VGA etc.)

Try disconnecting the first monitor and see if the issue still happens with the second one hooked up by itself.
Let me know how you go.
