Framerate stuttering in all games in windowed borderless

Hello all,

Recently attempted overclocking my system to try and squeeze every ounce of power out of my rig. I didn't do anything phenomenal, simply hit the game boost in the bios for my MSI motherboard and tweaked the graphics card slightly in MSI afterburner. Everything seemed normal until every game i would play would start stuttering in framerate. Killed the OC's and everything is still stuttering and I'm pretty much stumped. Some games are worse than others but for the most part, its happening in all of them.

Specs are:
Nivida Titan xp
Intel I7 6700K
MSI z170a M5
64gb ram

Edit: Discovered this stuttering only happens in windowed borderless for whatever reason which is what i play all my games in.
 
What games are we talking about? Have you made sure your issue is compounded to all games and not just some? I'm assuming you're on Windows 10 so I would suggest you try and run a repair install and see if anything changes.

When not in Windowed Bordeless and with V-Sync enabled, do you see stuttering(or so that's what it reads when you wrote hitching)?
 


The games i have tried were: Final fantasy 14, Mass effect: Andromeda, Total war: Warhammer, and Tekken 7. FF was the worst with Tekken happening every few minutes rather than every 10 seconds. V-sync was enabled on all of them. Yeah I'm running on windows 10 (and just remembered there was a patch the other day) ill give it a go and update. Also yes stuttering is the issue and not hitching. I updated the thread to reflect that, i realize now i didn't have a good idea of what hitching actually was. To give a good example, frame rates will fall to below 30 for a second or two before returning to normal (system also never shows they drop either). Thanks for the reply!

Edit: I also tried league of legends and it was constant. No breaks, just a constant 30fps
 


Things appeared fixed at first. But for whatever reason everything went back to the way they were prior to the repair, as with fullscreen v-sync, i see no stuttering when V-sync is applied to it.

So instead of running the game in exclusive fullscreen (which is superior to borderless most of the time) , you got an entire new CPU and mobo? Just run it in full screen. What game is it?
 


All games, every single one of them. I constantly tab out almost as much as i play the game. Specific examples are League of legends, Final fantasy 14, Total war: Warhammer (seemingly unplayable regardless of mode) Mass effect: Andromeda, and Tekken 7.
