Question Frames capped at 144 despite being unlimited in games.

16 gb ram

For some reason i am now getting 144 frames capped and my GPU is at 99%. this is not how my pc normally runs. i can easily get 300 fps in fortnite with only about 60-70% gpu. I checked Nvidia control panel 3D settings to see if the frames somehow got capped there but nope.. VSYNC is off in the control panel as well as the games i am playing. such as fortnite. Any ideas?

all settings are always low. even when they are on high i can get 250 fps+ easily.
