Question Frames freezing and stuttering while gaming

I have been having this frame freezing issue recently. ive reinstalled the games and reset windows and its still happening so im guessing its something to do with my computer if someone could help me it would be very appreciated.

During game max temps
CPU:66°C
GPU:74°C
The cpu usage however WAS going to 100%(although this was just in one of the games. others were around 70%)
