Question Frametime spikes but stable fps

Hi,
For a long time Ive had this problem in different games (mostly noticable in competitive FPS shooters) where the FPS is stable but the game doesnt feel "smooth". I also noticed that my GPU/CPU rarely goes above 80% usage so theres no throttling going on. Usually the CPU is the bottleneck but it rarely does max load (even a single core). Temps are around 45-50 for the GPU and 60-70 for the CPU on benchmarks.
Tried most troubleshooting by updating drivers/bios, capping FPS, enabling XMP etc and cant figure out why I keep getting these stutters. Here are 2 screenshots from different games Apex and OW2:

As you can see in the first picture I get a solid 239 fps (capped in Apex) but frametimes are all over the place. It doesnt matter if i cap my fps at 120 or enable vsync/gsync, frametimes are still spiking.

Nvidia GeForce RTX 4080
10700k i7 OC to 5Ghz
Asus z490-p
16gb 3200MHz cl14 G.Skill
850W PSU
500GB SSD M.2 980 Samsung PRO

@logainofhades Im actually not sure, have to open the PC to see and will have to do that tomorrow. Ram usage is low and CPU USAGE hovers around 1-50% for most cores with the occasional 80% spike, i wouldnt call that utilizing all my cores. No difference if i have HT on or off even at 400+ fps.

I found this while doing more research, could this be the culprit? The latency spikes kinda line up with my frametime spikes
