Question Frametime spikes In games, most commonly on Apex Legends and CS:GO

So I had this problem before but I thought i would give it another shot after some time has passed.
So I have this problem where my frame times spike to about 220 ms every 7-8 seconds on the dot, it's almost like it programmed into my pc to do that because it seems like such a strange issue, I can link some clips and pictures of how it looks like

PC - Specs
- Ryzen 5 5600x Stock
-Gigabyte b450 gaming x
-Gigabyte RTX 3070 Aorus
-32 gigs of 3200mhz ram

Things I have tried:
Updating Windows
Updating Drivers
Fresh Windows Install
Rebuilding my PC
Checking for bent pins
Updating BIOS
Replacing the PSU
Clean booted into Windows
Ran Memtest and Diskchecks
Verified game files and redownloaded
Reset Overclocked settings
Games from both my SSD and HDD both have the same issue
No background programs open
Adjusted game settings up and down in terms of quality.
Changed power plan in windows
Reset BIOS settings

Also on games that are played on the pc itself? Single player.

Did you look at the internet connection? The games affected are online shooters.

As far as i know, it only happens in CS:GO, Apex Legends, and Rust, where it Frametime spikes every 7 seconds, and those are both multiplayer games, but every other multiplayer game i play doesn't have the same issue, also i tested my internet i don't have any problems with my net
