-disabled HPET
-DDU/fresh driver install of gpu
-set power management settings for performance in Windows/Nvidia control
-fresh chipset driver install
-tried limiting frames at 144
-disabled Xbox app
-closed all non-essential background apps

Are you on the latest BIOS revision for your motherboard? Your wall of text doesn't include the make and model of your PSU and the version of your OS. Did you recreate the bootable installer for Windows 10 using Windows Media Creation Tools?
