Question Framework error after broken graphics card

I recently replaced my graphics card after it blew up, I now get an issue every time i try and uninstall, update, or restore anything on my PC.

Really unsure what the issue is, so any advice is helpful!

remove the old gpu driver before install the new gpu?

I already have the new drivers installed, my old GPU was a 1080, the one I just got is a 1660, would it make much of a difference?
