Fraps is giving me a problem

I have a pentium g3258 and a hd 7870. When i use fraps to see my fps( NOT TO RECORD) i see it locked at 60 fps on games like black flag and far cry 3. MY vsync is off in amd catalyst and the game. But then when i go to league it actually shows 300 fps. I do have a shitty monitor but my good one is arriving tomorrow could that be it if not what is?

Well it's not Fraps problem, it's simply reporting the frames you're getting, at least for Black Flag I can say I had the same issue, vsync off both in AMD's panel and ingame and still was getting capped at 60fps, using Refreshlock allowed me to properly override vsync so you could give that a try.

Idk how to use refreshlock

simply run it with admin privileges and select "refresh overriding: off" this will force vsync off inside Black Flag, for some reason it's internal option doesn't always work.
