I am assuming you wish to download drivers for your laptops GPU, and not use some makeshift star-trek stlye synthesizer to download the actual chip...

Go to http://www.csd.toshiba.com/cgi-bin/tais/support/jsp/home.jsp and click download, then click laptop, than your laptops product line, then your model number. Should result in a menu where you can choose the graphics drivers.
