Question Free, non-invasive parental controls

Hello!

I am setting up a laptop for the use of a whole family. It will run Windows 10 and, given that small children will be using it, I think it was reasonable for the parents to request that extreme/pornographic content be filtered out, and that usage time be limited during late night hours. I am looking for free software to set these things up, but the one thing I DON'T want is these parents to punish their children for reading sites/playing games that the parents might consider ideologically undesirable, or for innocent impropriety - I think with a full-on monitoring software, this may happen. So I guess my question boils down to this: is there a free software that will work on a local Windows 10 account, allows for content filtering/parental control functions, but doesn't allow the parents to full-on spy on the kids activities?

The network's router and firewalls can be used to filter out undesirable content. Limited but can serve as an initial barrier.

There is whitelisting software that can be installed. Google for products and options.

That all said, from my personal viewpoint, the ground rule should be that the parents can always and should always be able to "full-on spy" on the kids' activities. And kids should know that. With the full understanding that violating the rules will be penalized.

All too much out there that the kids do not eventually find or learn to get around. Just a typo error for a popular website can lead to extreme content.

Parents need to be watching: who, what, where, etc..
