If you want something free try Picasa, http://picasa.google.com/ or
Paint.Net, http://www.getpaint.net/download.html
I havn't tried it on 64 bit, I'm still on 32 bit untill I get around to redoing things. like removing Vista and programs I don't use anymore then make sure all the hardware drivers are ok.

Have you tried Windows Live Photo Gallery? It has improved editing features such as an auto adjust feature to improve alignment, exposure, and color, or you can choose to manually edit your photos instead. You can create panoramas, movies, and slide shows. There are also additional photo tools you can download. Windows Live Photo Gallery is free, but requires a separate download - http://download.live.com/photogallery
It will work just fine with both 32-bit and 64-bit Windows 7.
