I keep getting Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

have you previously had issues of your cd/dvd drive before? such as loud noises, running hot, or similar? If that is the case it may be wearing down and finally shorted out. A new replacement should run about 20.00 for a dvd dl burner.
