Windows 10 cost $100 on Amazon and it is passing the barrier of my friend’s pc budget. However, I already have a pc and already have windows 10. Since I already have it, can I somehow copy windows 10 into a usb? Thank you for whomever responds.

You can run unactivated indefinitely. A license (to activate) is not free.

No, you must have a license to activate Windows. When not activated, some features (like customizing your desktop) are not available. See here:

Well, if the PC already has Windows 7 or later on it you can still upgrade at no cost.

And why your friend did budget for MB/CPU/RAM/GPU but not Windows license? Just because he/she can steal it, or run it unactivated, does not mean it is not part of build' budget.
