The Windows XP version of Freecell, obviously, comes free with Windows XP.

If you want it on your Windows 8 PC, you'll have to install XP in dual-boot mode.

Which...if you're going to that much trouble just for a single app, I'm sure you can find free Windows 8 apps that are similar to Freecell...
