FreeSync/GSync vs. manually matching framerate and refresh rate

The question is - Does locking framerate at 75 FPS with 75Hz monitor (when game drops to minimal 75FPS) achieve same result as enabling FreeSync/GSync?

No, with Freesync/G-Sync the display only refreshes once a complete frame is received from the GPU. Without that you either have the option of V-sync (GPU tied to display refresh) or you will get some sort of tearing as the GPU and display are not in sync.

Even with a display of 75Hz and the FPS limiter set to 75, the frames will not be sent in sync with the display refresh, you'll still get some tearing.
