Does freesync on Competitive first person shotter games will impact input lag or other things what will be better use free sync on or off with fps limit for hardcore gaming that every mil sec can save you?

Freesync improves on screen tearing and stuttering. Competitive gamers opt for going with the highest refresh rates. You should be fine with Freesync on but you should try with both on and off.
