My mobo doesn't have HDMI port, but my monitor does support Freesync. If I buy a VGA to HDMI converter cable ($4), will it work?

Freesync is not supported over VGA.

And your cpu has to be one of those for freesync with iGPU to be available:

Sorry I thought this was my last thread haha...
I'm actually considering to build a R3 2200G system without a discrete gpu, because I'll only play some E-Sport games on it and I've seen a lot of Vega 8 benchmark on E-Sport games which is pretty good for me. That leads me to another dilemma... I wonder If I can use freesync on this Ryzen APU system:
R3 2200G @$100
MSI A320m Pro VD/S @60 (I don't need OC since the difference is barely noticeable in E-Sport games)
V-Gen Tsunami (2x4gb) DDR4 3200Mhz @99
Seasonic Eco 430w 80+ Bronze @46
Samsung 850 Evo 120GB @44 (I'll add HDD later)
Venom RX Vanguard (Case) @39
TOTAL: $390

here's a link for my monitor: https://www.tokopedia.com/stardiskkomputer/samsung-led-sf350-vgahdmi-22-inch-s22f350fhe-monitor-original?gclid=CjwKCAjw4avaBRBPEiwA_ZetYhfOK9rYk6mTbq_9K_lHKAp8f95RA9OhAWC8KEf_w3uiLQ2pFdol7xoCjf8QAvD_BwE

Short question:
Can I use Freesync using this system on that monitor?
