Freeze during windows 7&10 setup usb

Hello guys i changed the hdd-rams-psu-cpu and when i try to install windows from usb it freeze when it shows"setup is loading"my uncle got two ECS Motherboards am2+ same problem on both.

1| Can you please pass on your full system's specs?
2| Have you made sure your motherboard BIOS are up to date? It's best if you deal with one system at a time instead of two. In spite of being identical, there can be some manufacturing defects thus the need to deal with one system's problems at a time.
3| You may also want to elaborate how you've connected the USB drive to your system, is it USB 3.0 or 2.0?
