Freezes at Bios unless all peripheral devices are unplugged.

After the power went out at my house my pc doesn't boot the same anymore. If there is any peripheral devices plugged into it my pc freezes at the Asus splash. Can not get into Bios. If I unplug all peripheral devices it will boot. What happened and what do I need to do to fix it to where I don't have to unplug everything and plug them back in after it boots? Is it an issue with the board or is it an issue with the OS? Also, tried to update Windows 10 after this all happened and it freezes at 23%.

Solution
This is a hardware conflict. I cannot say for sure whether it's a damaged peripheral or a damaged motherboard until I have more information.

Please turn the system off, unplug it, press and hold the power button for five seconds to drain any remaining power, open the case and remove the CMOS battery from the motherboard. After ten minutes, put the CMOS battery back in and try booting with no peripherals connected.

Try connecting peripherals one at a time. If the system halts after a specific peripheral was connected, then unplug all peripherals except for the one that caused the problem.

If the problem persists while the problem peripheral is the only one plugged in, then try grabbing another one if you have one and plug it in...

If the problem persists while the problem peripheral is the only one plugged in, then try grabbing another one if you have one and plug it in instead.

If the problem still persists, then you have a damaged motherboard and it will need to be replaced.

If more than one peripheral causes a problem when not plugged in at the same time, then please tell me what ports they were plugged into. If all peripherals on one controller (say the integrated SATA controller in the chipset) are problematic, then the board is damaged and needs to be replaced.

If two peripherals that are not alike in any way give problems while not connected at the same time, then please respond with what each one is and where you plugged it in on the motherboard.

Armed with this information, I will be able to tell if you have a damaged peripheral or a dead board.

I'm leaning towards a dead board since you can't get into BIOS properly.
