Question Freezes,bsod and sudden reboot of pc

To start off my pc specs are

Gigabyte ga78lmt s2p socket m2 motherboard (bios version f4b) and it is the latest

16 gb ram 2 slots

Amd fx 6350 3.9 gb ( not overclocked)

Msi GeForce gt 730 the 2021 edition of 4gb gaming ddr3 car

PSU. 600 watts

Now i have been suffering from electric issues like low voltage for a while and so i knew my pc will be damaged so after the power problem was solved by moving to another area i had to replace my motherboard, graphics card , power supply amd my 2 rams and i iam still getting random reboots , freezes and bsod with error clock watchdog timeout and btw iam not overclocking my cpu or gpu plus all drivers are up to date and i just got my gpu which is new out of the box and my rams as well which i had tested , i checked temps while gaming and nothing is over 50c so my temps are good but still even though the heat is good and everything replaced still my pc is having issues so could it be the cpu? And it shows that error id is processor thread 3
So it my cpu faulty and needs replacement?
by the way i have 2 hdds my main is 500 and that is new with health 100 and the second is 2tb with health 98 and i will try to repair the 1 bad sector on it , so i want to say that i did indvisual pc test by gaming on each driver indviually while disconnecting the other and still the issue exist , sudeen reboot or freeze or bsod with the same error everytime clock watchdog timeout and this is what i got inside the mini dump (

processor is hung and not processing interrupts) the same issue happened with the old motherboard except that i replaced it and now the same with the new motherboard and i want to also add that the bios reads the cpu freaquancy at 2.82 GHZ while the true freaquancy is 3.9 so when i have to fix it by edisting the multiplier by 19.5 so it will show right and i also reduced it to 19 in an attempt to se if maybe iam overclocikg it that way but still the same issues so i want to know if it is time to lay my cpu atto rest or not as on the old ga880gm that has max bios to be released in 2012 it was reading the cpu right but my current which is updated to 2013 and latese bios is not reading it right and by the way it was i updated bios to latese also to make it read it right but still i have to edit it myself. so it shows 3.9 and not 2.82

600Watts is the advertised wattage of the unit. Please add the make and model of the unit you're working with. Add the age of the unit as well.

Looking up this motherboard, Gigabyte have 3 versions of the board listed, which PCB revision do you own? Regardless, please try and see if reflashing the BIOS on the motherboard with the latest version helps alleviate the issue.

the second is 2tb with health 98 and i will try to repair the 1 bad sector on it
I doubt there's anything you can repair there.

Considering you replaced practically the whole system, I'm also guessing your CPU might've took a hit as well during your power mishap.

and to answer you , my motherboard is rev 5.0 and updated to f4b bios version and also my psu is 600 because i did look it up and i dont remember the model but its about a year old and i just started using it, also i want to add that my mother board is not reading the cpu at th right clock it shows 2.82 ghz while it should be 3.9 so do u think this is a cpu issue ? because i have modify it in bios to read 3.9 ghz but the crazy thing is if i leave it that way to be 2.8 i dont have any issues at all with my pc , i only have problems when i make it read the cpu at 3.9 which is the correct rate anyway so i ddi some messing around in bios like turn off performance boost and turned the core multiplier up again to 19.5 instead of auto to read my cpu at the correct frequency and i will do aother test and see if i still have issues , so to cut a long story short now so fat my pc never runs more than 15 minutes gaming straight and after i set bios to defualt my pc ran without issues at wring cpu rate of 2.8 ghz , so now i did some editing to see if it will work good at the right rate which is stock 3.9 ghz
 
another update : just today my pc started to behave strangely at shut down and reboot , now the screen will go off and my hard drives will shut down and so will my gpu but the pc will still run and i can still hear the fan run so just to confirm what you said to me , this is a sign i should replace that cpu right ? and about my hdd i still have a really long way to go untill i need to replace it right ?
 
another update , as i said iam running the cpu at 3.9ghz as it should and i found a setting in bios called performance boost i disabled it and testing now gaming so far for 35 minutes without issues i even did a flash drive hirens boot burn while gaming as well and i have no trouble right now so far , so will keep testing for 2 or 3 hours and see how far this goes and update here.

okay my friend so far 2 hours of gaming with 0 interruption or error or restart with leaving cpu clock in bios on auto with 2.8 ghz instead of it's true clock at 3.9 so i wanna know what is your advise , can i just use it like that for gaming or should i replace it with another socket am3+ cpu like a higher model or with the fx 6300 model because iam afriad it will just get worse if keep my cpu , i was also thinking to take the pc to a shop and try the fx6300 and see if bios reads it as the original clock of 3.5 ghz or if it will read it differently i guess that would show me if the issue is actally with the cpu or the motherboard right ? because to think that bios is keeping cpu down to 2.8 and letting performance boost go up to 4.2 if needed ( i mean like keeping it low to save it from damage and only make it go higher if a game or a program needs more juice) would not make sense correct? i mean it's all i can think of at the moment unless you would educate me with the right reason behind this wierd issue , the reason iam thinking of this is because i use speecy to watch my pc temp and it shows that my cpu clock is at 3.1 and not 2.8 like bios and windows.

It's actually the motherboard it supports only 95 watts cpu and my cpy is 125 watts so i will have to exchange it with a lower model which in this case is the fx 6300 or the 8 core 8120 but thanks for trying to help. I guess thread is solved
