Question Freezing after start up

Swapped out old intel i5- 6500 for an i7- 9700k, and a new mobo msi z390a pro from a msi b150m mortar. After installing new parts my pc boots and shortly after logging in pc just freezes.

note: I only swapped out the parts I thought it would try to boot as a new computer like from the first time I built my pc

Tried booting into windows recovery but the pc will freeze after entering and won’t let me do anything forcing me to shut off power from psu switch.

Hyperx fury 2x4gb
CM hyper evo
Msi gtx 1050ti
Corsair cx450m +bronze
WesternDigital 1tb hd
Adata 150 gb ssd (os drive windows 10)

I'm assuming due to how fast the PC crashes, you aren't given the chance to reinstall Windows?

Yeah doesn’t really give me a chance to do much. The ram is ddr4 2400

The ram is in the 2nd and 4th slots from the cpu?
Unplug and remove the 1050Ti and try again.

Afterwards, if unsuccessful, leave one stick in the 2nd slot and try again - if it fails, try again with the other stick.

Ok so i left only one stick in the 4th slot but still froze

Do the 2nd one - not the 4th. It's even posted in your motherboard manual for single stick configurations.
Test each stick this way - leave the gpu out, please.

Tested both sticks individually, freezes just after windows logo

Shut 'er down, take the cpu out, and check the motherboard socket for any bent/broken pins.
In the meantime, double check your power connections to make sure nothing's loose.

Sometimes Windows 10 will let you change motherboards but in your case it sounds like you need to boot from a windows 10 USB stick and reinstall Windows 10.

Checked the socket pins everything looks good reconnected everything except the gpu, no luck.
I’ll try the windows usb if I can find it

I tried and as I got to the first screen of the windows set up for the language and such it froze
