freezing and crashing problem

So my hard drives were destroyed so I bought a new 1TB Seagate Barracuda 7200rpm and a new intel 530 180gb ssd. Tried installing brand new windows 8.1 64 bit on the ssd and it said installation failed because a partition was missing. I found that strange but anyways I installed it on the Barracuda.

It runs fine beside the fact it freezes if I try to multi task or download 2 things at once. I dont know why. I think it may be due to my ram because I was running 8gb of corsair vengeance 1600 mhz, but I think one stick is bad so im running only 4gb.

Im tempted just to wipe the slate clean and get a new cpu and mobo and start fresh because my frustration level with this rebuild im almost ready to throw it through a wall. Thanks for your time and help.

Cpu: i5-3570k 3.4
Mobo: AsRock Z77 Extreme 4
Gpu: MSI r7 260x OC
Psu: Corsair CX750M
Ram: 8gb corsair vengeance 1600 mhz
(Currently only running 4gb)
Cooling: Corsair H60
Case: NZXT H230
HDD: Intel 530 SSD 180gb
Seagate Barracuda 1tb 7200 rpm
Wireless: tp link n9000
OS: windows 8.1 64 bit

Any advice, guidance and product recommendations greatly appreciated.

Even just downloading wow itself it just freezes, taken almost 24 hours to download wow lol, I have no idea why it keeps freezing.

Oh it gets even better, just froze adjusting the screen resolution, please help haven't been able to use this rig in over a month

All my drivers are up to date and no if I have 3 tabs open in Google Chrome it will let likely freeze. Please help I'll be forever grateful, I just need some advice because if I do need to replace parts id like to know which direction to go in.

Such as cpu and mobo replacements and memory recommendations so on and so forth.
