Freezing and stuttering in games caused by loading in objects?

I get a lot of freezups and other issues in a lot of the graphically intensive AAA titles I own like Battlefield 1 and Deus Ex: Mankind Divided. Even on the lowest settings these games will stutter and are unplayable. I've also tried many fixes to this problem, but none of them so far have worked. Now I have no idea what is causing the problem, although it seems to happen when I'm moving and objects are appearing in the distance.

My Specs:
Nvidia Ge Force GTX 960 2GB
AMD FX-6350
ASRock 970A-G/3.1
2x Ballistix S 4GB DDR3-1600
650W PSU
 
Try turning v-sync off, it's known to cause stuttering, and if you're not getting 60 fps it doesn't really do much. I also noticed your CPU is working a ton. how much does it use on desktop?
 


I've tried turning v-sync off but it's still noticeable, plus it happens sometimes in games were I normally have v sync off like Overwatch. And typically on desktop, task manager shows less than 20% cpu usage
 


I'm not too sure, because even on the lowest settings, GPU memory restriction on, and lowest resolution, I still get stutters. Plus it happens in older games like Need for Speed: Rivals
 


yes , stutters could be due to low vram .
 
The stuttering is not because of low vram, since the recommended PC specs includes a gtx 660 2gb as the lowest GPU this is most likely another problem. get something like OCCT or some monitoring program and check if something is overheating, high percentages. Also do you have a lot of things running in the background? since your CPU was working a lot.
 
It's impossible with Dx11 to send data to the card while the card keeps doing what it does,the GPU has to completely stop everything it does to get new data which often results in drops.
Dx12 is supposed to fix this but don't hold your breath on it actually being implemented soon.

Well I monitor with MSI afterburner... and nothing is overheating as far as I can tell. And I think my cpu is only running at 100% usage because I have highest performance on in power options, i don't usually have background programs open.
 


I tried turning DX12 on in Battlefield 1, still stutters...
