Freezing in safe mode

Posting for my brother, he has PC running Vista when he boots up before it gets to desktop freezes there, F1 to continue/ DEL to enter setup, which are options offered do nothing at all a I say It is frozen there.

Sorry all my stupid brother was pressing three seperate keys f, 1, and 2 instead of F12. PC has booted OK now (I'm talking to him on phone cant see his PC)
