Every other time I reboot my computer, I get a weird result. It will go through the POST, go to loading Windows XP, then go to loading personal settings, and then load the background, but nothing else. I have my current background up and a pointer, but nothing else. No keystrokes work either. It will do this every other time however, which is really odd. Is there something in general that could be causing this but I have no idea what would do this every other time.

If you let it sit there for about 2-5 minutes, does it load into Windows? Or is it a hard lock up?

If your computer is overclocked, like your memory, drop it back to default. If it's not overclocked, up the voltage a step and/or overclock it a little bit.

There was another thread on something similar, which had to do with the network card trying to get an IP address which caused a long delay.

I'll do that today. I know a few weeks ago, I tried getting tighter timings by raising the voltage up, but with no sucess. Its been at default ever since then though.
