Frequent disconnects - tried everything

(should preface by saying this is my first custom build)

For the past few months now, my local internet connection by ethernet cable has been the bane of my existence. Every couple minutes, seemingly at random (I've timed them and there is no discernible pattern), my internet will cut out for about 30 seconds, cutting me out of what I'm doing entirely. At first, I swapped out my ethernet cable for a new one to make sure it wasn't faulty to no avail. I checked with my service provider and had a tech come over to make sure my modem wasn't broken - it wasn't, and they even gave me a new one to work with just in case. I attempted a third cable in every available port, and no such luck.

At this point I decided to see if I could hunt down a solution online that wasn't related to my available hardware, but I needed a temporary fix, so I installed a wireless adapter. The thing worked fine, but wireless connection in general is pretty spotty here, so I redoubled my efforts to fix the initial problem. Eventually it came down to seeing if I could install a pcie ethernet board that would allow me to connect to my computer via a different port in case the one on my motherboard was screwy. I had to swap out my wireless adapter to do this, so I was really hoping that would be the solution - but nothing for it. Same disconnects.

I honestly have no idea what it could possibly be and I'm at wit's end. Any ideas? Any help would be really appreciated!
 
When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please do so inclusive of your OS. On another note, have you made sure your motherboard BIOS is up to date? Similarly have you made sure your Ethernet ports drivers are up to date?

Given that this is the networking section, you also will need to include the networking adapter(s), make and model, used?

The network adapter I'm using is a TP-Link model no. TG-3468 Gigabit PCI Express Network Adapter.

I checked and double checked that ethernet drivers are up to date. Might be a stupid question, but how can I check whether the BIOS is up to date? I built this computer roughly 6 months ago and haven't messed with the BIOS much. Thanks again to anyone taking the time to help, I appreciate it.
