If you typed that in the run box it will just close because it doesn't understand the command. You need to type
cmd /k ipconfig /all
then press Enter and the Command form will show up with all teh information you want.

This doesnt answer the question. I am having the same problem. The ipconfig.exe runs BY ITSELF for a split second, causing a window to pop up and basically deselect whatever window I am busy with or even minimizing anything that is running full screen.

You need to keep a Task Manager on the screen to see how often it comes up but I doubt the Windows TM is up to the job. Download Process Hacker 2 and don't worry about the name. It's safe to download and use and it gives a far more detailed situation report than the Windows version.
You might simplify the diagnosis if you turn off one or other network adapter. If you're using wired, the config might be telling you wireless is trying to connect.
