Fresh 970 and low fps csgo

Hey guys I just got my Evga gtx 970 SC acx 2.0 and I decided to play a game of counter strike by the way im running 144hz monitor at 1920:1080 and I looked at my fps and it was just sitting around 100-120 fps I was very confused and was wondering how this is possible with a 970. I was getting good fps in games like gta v and the fans were not on by the way when playing GTA V. But as soon as i started Csgo My fans turned on. Maybe the graphics card needs a few days to warm up? Thanks.

The CPU will be a bottleneck, yes, but I wouldn't run a 970 with a CX500, underpowered for the GPU and not well regarded, I'd be worrying about damaging the GPU or other components
CPU: AMD Athlon x4 760k,
Mother Board : F2 A55-MCSM (Bios not updated Im pretty shure)
PSU : CX500M (am upgrading to a 750Watt within a few days)
GPU : Evga Gtx 970 SC ACX2.0 (with latest drivers)
Just to throw it in there 16Gb of ram DDR3 1333 as well as a ASUS VG248QE Monitor
I've been barely getting 140 Fps on certain maps its very frustrating.

 
so, having a under powered psu will damage my gpu?I've had my gpu for about 3 days now is it already damaged? And if I get a 750w psu will i see a little increase in my csgo performance since I can overclock my graphics card? Thanks in advanced..
