Question Fresh build turns on and off repeatedly after exiting BIOS

Just assembled this PC. Everything seems to be working fine as far as I can tell, but it does something really weird when I make BIOS changes. After I make BIOS changes and the computer goes to restart, it just starts up for 6-8 seconds, shuts down, starts up for 6-8 seconds, shuts down. Over and over.
When it does this:
  • my BIOS changes DO get saved
  • the computer never makes it to splash screen
What I have to do is flip the power switch on the PSU off then on to stop this power off/in cycle. Then it will power up perfectly fine via the power button on the case. If I dont go into the BIOS, it boots perfectly fine every single time. I've updated all drivers on it, etc. Thoughts?

AMD Ryzen 2700X
MSI B450 Mobo
32GB G Skill Trident Z
MSI 2080Ti Gaming X Trio
2Tb Western Digital SSD
PSU: Seasonic 750FX 80+ Gold
 
4×8gb sticks DDR4-3000
1) 2TB Western digital SSD
CPU cooler is a Corsair H100 Xtreme set up in push/pull. CPU Temps have been super low. Never been above like 34C according to Ryzen Master

I have not tried to update the BIOS. I didn't think it was something that would cause this but I'll certainly check for updates after work today.

Figured it out.
Didn't even think about the fact that I was manually setting the ram freq to 3000 every time. Apparently it doesn't like that for some reason and was refusing to let it boot at that frequency and was resetting it to 2133.
I manually set it to 2933 and problem solved.
