I just built this computer power supply just came in and i hook every thing up and it just flash power and then every thing shuts off. You can see every the leds on the fan turn on and start to spin then shut off

Ram 8Gb OCZ Reaper
power supply: XCLIO 850w
Video: 2 EVGA Nvidia 9800 GTX
HDD: western digital 650gb

when i hit the power button it just sends a flash of power through the computer

You can see the led on the fans turn on

and you can see the fans spin a little and then nothing happens

Make sure your motherboard isn't making any shorts against the case. Did you install the stand-offs on the case correctly to correspond with the mounting holes in the motherboard?

Having said that, the usual supspect in a new build - assuming that everything is properly installed - is the PSU.
 
The symptom suggests a short circuit somewhere or defective / overloaded PSU. The mobo must be mounted on standoffs, and there should be no standoff where there isn't a screw-hole. Check for loose screws or other debris under or on the mobo somewhere.
