Fresh install corrupted

I'm having an issue installing a clean install of windows 7 on my new SSD. I am using an OEM install disk and every time I Install it (I have tried several times) there are corrupted files found when running sfc /scannow (which fails to repair them), and they are always different files which leads me to believe it is not some physical defect on the CD itself.

I am 99% sure this is a hardware problem but Im not sure which component. I have done diagnostics on both my new and old hard drive with no errors. I have done multiple runs of Windows memory diagnostics and 8+ hours of memtest86 - both with no errors. I have tried different sata ports with no difference.

I have been having a similar issue which is almost definitely related; whenever I download files upwards of ~1GB they tend to become corrupted (both new and old HD - this has been happening for over a month). It doesn't matter what browser or application is being used to download the files - Windows updates especially will fail to download, and any large files downloaded through a torrent application have about 10-30% missing pieces.

I've started to notice this issue after - but not immediately - I installed a new video card. Maybe I touched the motherboard by accident causing damage from static? I can't be sure, but these issues started after this.
 
Not sure what's going on there especially since no errors come up. did you check 'scan for bad sectors'?

It might also be worth trying a different windows installation disk to make sure it is not your installation media.
 


Yes I've scanned for bad sectors, there are no errors. I have no way of trying a different installation disk becuase any large downloads become courrupted - I would have to buy a new install disk which would be a complete waste of money because im almost positive it has nothing to do with the OS itself, I would be better off buying new ram or motherboard.
