fresh install of win 7

I just did a fresh install on my desktop and it suddenly started to work like crap, everything its slow now and even my games that used to run at 50 to 60 fps are now at under 15. Its driving me nuts because I don't even know where to root the problem.
I currently own
Foxconn A7GM-S 2.0 Motherboard
AMD Athlon x64 x2 4850e
ATI Radeon Saphire HD 4830 512mb DDR3
2x2GB Gskills DDR2 RAM.
My CPU seems to get to 90% usage with barely anything going on in the computer.
I did my research for the past 2 days and tried to fix it but I think its time I ask for help.
I much appreciate any help and I'm very sorry in advance for any bother this might be to anyone.

Did you load all the latest mobo drivers and patches from the Foxconn website as well as all the Win OS updates?
