Fresh install of windows affecting administrator privileges?

So this has all come about by trying to get black ops 4 to run. Long story the game is broken.

Anyway - clean install of windows 10 I noticed I couldn't save changes to Nvidia control panel. Google to the rescue: I had to reinstall my driver's - I'm back in control. I wondered at the time if that had now basically done the same thing everywhere else?

On my quest to get this game to work I was told to try disabling all non system services and use a selective start up. I apply, restart when prompted and when I boot up again, everything is as it was? I can only think the two are related and my user account privileges are a little screwed. What's the best way around this? Did I do something wrong with the clean install?

I'm massively OCD with my OS so is there a way to clean install and ensure this doesn't happen or will I manually need to fix problem programmes/services/drivers as I come across them? Control panel and msconfig are obviously not ideal issues to have....
 
Are you using a User account linked to an email address you gave Microsoft to use as a login? What can happen is it can sync settings from your previous installation.

on current install, what does it say next to activation on settings/update & security/activation screen.
If it says Windows is activated with a digital license then your licence is still linked to your hardware. You can use any user name you like.

If it says Windows is activated with a digital license linked to your Microsoft account then to activate the install after you install it again, you can pick the Add an account link on settings/update & security/activation screen

If you want to ensure the next install isn't linked to current one at all, you need to fresh install and create a local account during the install process. Windows won't know to link email addresses if you never give it one.
